Registering your Brand and Campaign for texting
To comply with US carrier regulations (A2P 10DLC), all organizations must register their "Brand" (who you are) and their "Campaign" (what you are sending). Follow these steps to complete your registration using the Low Volume path.
Prerequisites
- An upgraded Twilio account.
- Your organization’s legal name and EIN (Tax ID) exactly as they appear on IRS documentation.
Step 1: Register your Brand
- Log in to your Twilio Console.
- Navigate to Messaging > Regulatory Compliance > Brands.
- Click Register Brand.
- Enter the following information:
- Company Information: Enter your legal business name and EIN.
- Note: Do not use abbreviations unless they are on your official tax documents.
- Company Type: Select Private Profit or Public Profit (
- Even if you are a religious/non-profit organization, choosing this avoids the "Nonprofit" vetting trigger which requires specific 501(c)(3) status verification).
- Brand Type: Select Low Volume Standard.
- Fee: ~$4.00 (one-time).
- Benefit: Faster approval and lower cost for organizations sending < 6,000 messages/day.
- Brand Sharing: Select No for brand sharing with subaccounts.
- Review and click Submit.
The business name and EIN you provide during brand registration should exactly match the IRS documentation. You will be required to prove your organization's nonprofit status.
Step 2: Register your Campaign
Once your Brand status shows as "Registered" (this may take a few minutes to a few hours), you can register your campaign.
- Navigate to Messaging > Regulatory Compliance > Campaigns.
- Click Register Campaign.
- Enter the following selections:
- A2P Campaign Use Case: Select Low Volume Mixed.
- This is the best choice for organizations sending various types of messages (alerts, updates, reminders).
- Fee: ~$1.50/month + a ~$15.00 one-time vetting fee.
- Messaging Service: Select Create New Messaging Service and give it a name (e.g., "eCatholic Connect Messaging").
- A2P Campaign Use Case: Select Low Volume Mixed.
- Campaign Description: Explain the objective or purpose of the campaign. Use or modify the example provided below to fit your specific use case:
- This campaign sends notification to account holders that they have received a new message. The message includes the sender, a shortened version of the message subject, and a link the account holder can use to view the entire message.
- Sample Messages: Provide at least two specific examples.

Modify the example provided below to include your organization's name and subject lines for the types of messages you plan to send in Connect. Use the following formula:
[Organization / Group Name]: [Message subject]. Full msg: [link] [STOP]
- Examples:
- [Cathedral Knights]: [Help Needed this Sunday]. Full msg: [link] [STOP]
- [Cathedral Knights]: [Spirit Fest 2024 Volunteers Needed!]. Full msg: [link] [STOP]

- Message Contents: Check the box for "Messages will include embedded links."
Step 3: Message Consent (Opt-In)
Carriers are very strict about how you collect phone numbers. You must explain the "Opt-in" process clearly.

Existing users (members) opt-in as a result of an email invite that links to an opt-in workflow at https://app.ecatholic.com. See screenshot of opt-in process:

- Opt-in Keywords: Leave blank.
- Opt-in Message: Leave blank.
Step 4: Link your Phone Number
After your Campaign is submitted (status will be "Pending"), you must link your Twilio phone number to the new Messaging Service:
- Go to Messaging > Services.
- Click on the Messaging Service you just created.
- Click Sender Pool > Add Senders.
- Select Phone Number and choose your dedicated local number.
- Click Add Phone Numbers.
Note:
It can take 3–5 business days for the "Low Volume Mixed" campaign to be fully approved by the carriers. During this time, your messages may still be filtered or blocked until the status moves to "Verified."
Tip:
To monitor campaign submission process, you can log into your account and navigate to Develop > Messaging > Regulatory Compliance > Campaigns.
You will not receive an email if your campaign is approved.
